Purpose and Scope

This policy governs admission evaluation, approval, notification, acceptance, and review for applicants to New Meridian University degree programs. It defines applicant and University responsibilities throughout the decision process.

Admission is specific to the program, admission pathway, and entering term identified in the written offer. Academic conditional admission is governed by the Conditional Admission Policy, transfer credit by the Transfer Credit Policy, and the ABD pathway by the ABD Admission and Enrollment Policy. Requirements specific to those policies apply to the corresponding admission and enrollment decisions. Admission does not independently determine transfer credit, confer University doctoral candidacy, or authorize dissertation enrollment.

Admissions Authority

The Admissions Office receives applications, verifies that materials required for review have been submitted, requests outstanding documents, and communicates authorized decisions. The Academic Committee reviews each application individually, evaluates eligibility, academic preparation, and readiness for the proposed program and admission pathway, and recommends an admission decision. The Chief Academic Officer has final authority to approve or deny admission. The Academic Committee has final authority over transfer credit under the Transfer Credit Policy.

The final decision and the identity of the approving officer must be recorded in the application file before an official notification is issued. University personnel may communicate an offer only after the required approval has been documented. Informal statements, preliminary recommendations, and discussions with faculty or staff do not constitute admission.

A reviewer with a personal, financial, or other conflict of interest must disclose the conflict and withdraw from the review. The Chief Academic Officer assigns a replacement reviewer when necessary. A conflict involving the Chief Academic Officer is referred to the President for designation of an uninvolved academic decision maker.

Evaluation Standards

Applications are evaluated under the published University, program, and admission pathway requirements in effect when the completed application is submitted. Review considers required educational qualifications, previous academic performance, credential authenticity, English language proficiency, and preparation for independent study in an online learning environment. Qualifying degrees must satisfy the applicable requirements for accreditation by an agency recognized in the institution’s home country. Doctoral review evaluates readiness for the requirements applicable to the applicant’s proposed point of entry.

Meeting minimum requirements permits consideration for admission and does not guarantee approval. An exception to an admission eligibility requirement must be expressly permitted by the applicable admission policy, supported by a written academic justification, and approved by the Chief Academic Officer. General admissions discretion cannot waive a mandatory eligibility requirement. Transfer credit determinations and expressly permitted transfer credit exceptions remain subject to the Transfer Credit Policy and Academic Committee authority. Admissions interviews are conducted only when an applicant is being considered for academic conditional admission. Oral examinations within the required ABD assessment courses are governed by the ABD Admission and Enrollment Policy.

ABD applicants must have formally attained doctoral candidate status at the previous institution, completed all required non-dissertation coursework and qualifying requirements there, and have only coursework involving completion of the dissertation remaining. Prior candidacy and dissertation-only remaining requirements cannot be waived through conditional admission or an admission exception. Eligibility must be verified under the ABD Admission and Enrollment Policy.

The University applies admission criteria consistently and in accordance with its nondiscrimination and accessibility policies. Reviewers must base decisions on relevant evidence and the applicable admission requirements.

Preliminary Review and Verification

Applicants may submit copies of transcripts, degrees, and identification for preliminary review in accordance with the Admissions Documentation requirements. A favorable preliminary assessment indicates that the application may proceed to credential verification. It does not constitute a final admission decision or authorize enrollment.

Following preliminary review, the Admissions Office identifies in writing the official records, degree verification, credential evaluations, and other documentation required to complete the application. Required official academic records must be received through an approved method and verified before admission is confirmed. Any required WES evaluation and ICAP documentation must be completed as specified under the applicable admissions or transfer policy. A credential evaluation supports assessment of qualifications and does not itself award transfer credit.

Outstanding document verification and unresolved English language requirements are administrative eligibility matters and do not, by themselves, establish academic conditional admission. Required official records, qualifying-degree verification, any required international credential evaluation, and English language proficiency or a waiver approved under the published English language requirements must be satisfied before admission is confirmed and before any coursework begins, including conditional admission or ABD assessment coursework. The applicant must address material discrepancies between submitted copies and verified records before admission is confirmed. The University may deny an application before requesting official records when available materials clearly establish failure to meet a requirement that cannot be waived under University policy.

Admission Decisions

The University issues one of three official admission decisions. These are full admission, conditional admission, and denial. The admission pathway and any subsequent academic progression requirements are recorded separately from the admission category.

Full admission is granted when the applicant satisfies the academic eligibility and verification requirements for the approved program and pathway. Enrollment steps must be completed before coursework begins. Full admission does not establish that later academic milestones, including qualifying assessments or doctoral candidacy confirmation, have been completed.

Academic conditional admission is available only within the eligibility limits expressly established by the Conditional Admission Policy. The qualifying master’s GPA must be at least 2.75 and below 3.00 without upward rounding. The applicant must satisfy the other mandatory degree, verification, and English language requirements. The written offer identifies the approved courses, every academic condition, its deadline, the evaluation method, and the consequence of failure.

Conversion to full admission requires six approved, completed, letter-graded NMU degree credits within six calendar months, a cumulative NMU GPA of at least 3.00, and no final course grade below B, as calculated and reviewed under the Conditional Admission Policy. Transfer credit, prior learning, pass/fail coursework, independent study, and preparatory modules cannot substitute for the six required credits. The Chief Academic Officer decides conversion after Academic Committee review within 10 business days after the required evidence and final grades are available. Conditional enrollment is limited to the six approved credits. No new registration is permitted while conversion is under review. Registration may resume only after written confirmation of conversion and authorization for further enrollment. Extensions are governed by the Conditional Admission Policy, including its limit of one documented extension of up to 30 calendar days and its prohibition on waiving grade or GPA requirements.

Admission to the ABD pathway authorizes enrollment in the two required qualifying assessment courses after all pre-enrollment requirements have been satisfied. One course assesses research methods and the other assesses subject matter expertise. Each assessment course has one enrolled student and is administered and evaluated by the Chief Academic Officer on a Pass/Fail basis. Both must be passed before the Chief Academic Officer confirms NMU doctoral candidacy and authorizes entry into the dissertation sequence. These pathway requirements do not, by themselves, establish academic conditional admission and do not substitute for its letter-graded credit requirement.

Denial is issued when the academic review establishes that the applicant does not meet eligibility requirements or demonstrate sufficient academic preparation under the applicable standards. The written notification identifies the principal reason for denial and explains the available appeal and reapplication procedures.

Incomplete and Withdrawn Applications

When materials necessary for review or verification are missing, the Admissions Office identifies the outstanding items in writing and provides a submission deadline. The application remains pending until the requested information is received or the file is administratively closed. A request for additional information does not constitute an academic denial.

If the applicant does not provide the requested materials by the stated deadline and has not received a written extension, the University may close the file. The closure notice explains the reason and how to request reopening. Reopening is subject to applicable application deadlines and receipt of the outstanding materials.

An applicant may withdraw an application by notifying the Admissions Office in writing before enrollment. Administrative closure and applicant withdrawal are recorded separately from academic denial.

Decision Timeframe

The University normally issues an initial admission decision within seven business days after the application is complete for final review, including required official-record verification, English language clearance, and any required conditional admission interview. The Admissions Office records the completion date. Business days exclude weekends and University holidays and closures. Conditional status, transfer credit, and ABD assessment reviews follow the deadlines in their respective policies.

When additional review is necessary, the Admissions Office informs the applicant of the reason for the delay and the anticipated decision date. Pending external verification or a request for material additional information may extend the review period. The University communicates a revised anticipated date when circumstances change.

Written Notification

The Admissions Office communicates official decisions in writing to the email address supplied in the application. Applicants are responsible for maintaining current contact information and promptly informing the University of changes.

An admission offer identifies the degree program, admission pathway, entering term or start date, admission category, academic conditions, acceptance deadline, and remaining enrollment steps, including the enrollment agreement, registration, and payment requirements. Official-record verification, required credential evaluation, and English language clearance must be completed before the offer is issued. The offer identifies any ABD assessment or dissertation progression requirements. Transfer credit awards are communicated separately after Academic Committee approval and required verification. Payment requirements follow the enrollment agreement and published financial policies.

A denial notification states the principal basis for the decision and provides the appeal deadline and submission instructions. Notifications must provide sufficient information for the applicant to understand the decision while protecting confidential deliberations and information about other individuals.

Acceptance and Enrollment

An applicant must accept an admission offer in writing through the method specified in the notification within 15 calendar days after the offer is issued. The offer states the exact acceptance deadline. An extension requires written approval from the Chief Academic Officer. An acceptance extension does not extend an academic conditional admission deadline or waive any pre-enrollment requirement.

Acceptance confirms the applicant’s intention to enroll in the approved program and pathway. Before beginning coursework, the applicant must satisfy all mandatory pre-enrollment requirements, execute the enrollment agreement, and complete applicable registration and payment requirements. A conditional student may register only for courses and within enrollment limits authorized under the Conditional Admission Policy. An ABD student may enter the dissertation sequence only after the required assessment courses and candidacy confirmation. Acceptance does not satisfy an academic condition or progression requirement.

The University confirms completion of the requirements for enrollment before authorizing the applicant to begin coursework. Registration and commencement of study remain subject to the applicable academic calendar and enrollment procedures.

Expiration Deferral and Program Changes

An offer expires if the applicant does not accept it by the stated deadline and has not received a written extension. An applicant seeking consideration after expiration must contact the Admissions Office. The Chief Academic Officer determines whether the offer may be reissued or a new application is required.

An admitted applicant may request a later start in writing before the original start date. The Chief Academic Officer must approve the deferral in writing, specifying the new term, validity period, and any updated documentation or requirements. A request alone does not change the offer. Deferral does not extend an academic condition already in effect. Conditional assessment periods and academic extensions follow the Conditional Admission Policy.

An applicant seeking a different program or admission pathway must receive a new evaluation under the applicable requirements. Approval for one program or pathway does not authorize enrollment in another. Transfer credit and ABD placement must be evaluated under their separate policies. The ordinary transfer credit rules cannot independently establish ABD eligibility or dissertation-stage placement.

Appeals and Reapplication

An applicant may appeal an admission denial or pre-enrollment rescission by submitting a written appeal to the Office of the President within 10 business days after the written decision is issued. The notification states the exact deadline. The appeal must identify the challenged decision, explain a material factual or evaluation error, a failure to follow published procedures, or relevant new verifiable information, and include supporting documentation. Disagreement with the outcome alone does not establish grounds for an appeal.

The President reviews the appeal unless involved in the original decision or subject to a conflict of interest. An uninvolved authorized official or committee decides the appeal in that circumstance. The reviewer examines the application, documented decision, and submitted evidence. A written determination is issued within 15 business days after receipt of a complete appeal. It states whether the decision is upheld, changed, or returned for review and explains the reasons and required action. The determination is final within the admissions appeal process. An appeal does not authorize enrollment or extend another admissions deadline unless an extension is approved in writing.

Review of conditional status after enrollment, transfer credit, qualifying assessment results, and doctoral candidacy follows the applicable conditional admission, transfer, ABD, or academic policy. Any appeal rights and procedures are those expressly provided in the corresponding policy. This admission appeal procedure does not replace those separate review processes.

A denied applicant may reapply in a future admissions cycle. Each new application is evaluated independently under the requirements in effect at that time. Previous denial does not automatically prevent consideration, and reapplication does not guarantee admission.

Rescission and Admissions Records

Before enrollment, the Chief Academic Officer may rescind an offer when information material to the decision is false or inaccurate, required credentials cannot be verified, mandatory pre-enrollment requirements are not satisfied by their deadlines, or new information materially changes eligibility.

Before rescission based on a disputed factual discrepancy, the University identifies the concern in writing and provides a deadline for clarification or supporting evidence. The Chief Academic Officer considers any timely response before issuing the written rescission decision. The notification explains the reason and the right to appeal.

Failure to satisfy academic conditions during authorized enrollment is governed by the Conditional Admission Policy, including its review, dismissal, and appeal provisions. Under that policy, final dismissal is stayed during the appeal period and while a timely appeal is under review. Courses already underway may continue, but new registration remains prohibited pending the applicable decision and authorization. ABD assessment and progression decisions follow the ABD and applicable academic policies. Other matters affecting continued student status follow the relevant academic, integrity, or student conduct procedures.

The University retains application, verification, review, exception, approval, notification, acceptance, and appeal records under its records retention and information protection policies. Access is limited to authorized personnel with an institutional need. Changes to admission decisions must be authorized, documented, and communicated in writing.
